Education
Dr. Noureddin (Nouri) Maanavi is a professor of management with extensive experience in the fields of Strategic Management, Business Policy, Management Science, Finance, Economic and Naval Engineering and Military Planning Systems. In 1972, Dr. Maanavi earned an MBA, majoring in Finance, and in 1976, he earned a Ph.D. in Business and Applied Economics, majoring in Management, from The Wharton School of the University of Pennsylvania. He has also earned an M.S. in Management Science from the U.S. Naval Postgraduate School, and two engineering degrees (M.S. in Marine Engineering, B.S. in Mechanical Engineering), and a complete naval officer education and training, with specialization in Atomic, Biological, and Chemical Warfare and Damage Control (ABCD) from the Royal Naval Engineering College, Manadon, Plymouth, England. In 1985, Dr. Maanavi was promoted to the rank of Professor of Management with tenure.

Military and Managerial Experience
Dr. Maanavi served 23 years in the Iranian Navy prior to the Islamic Revolution in 1979. From 1976-1979 he was Director of Strategic Planning, Programming and Budgeting of the Iranian Navy, and Chairman of the National Strategic Planning Committee of the Government of Iran. As the Director of the Iranian Navy’s Strategic Planning Directorate, as a Navy Commander and Navy Captain in the position of an Acting Vice Admiral, Dr. Maanavi was responsible for policy making, threat appraisal, strategic planning, force-level determination, major equipment (ships, aircraft and support facilities) design and acquisition, international contract administration, and the overall management of the Iranian naval resources. He coordinated budgeting, logistic support, personnel training, organizational design and foreign affairs, including representation of the Central Treaty Alliance (CENTO), and foreign training programs. Planning for peace, security, and safeguard of the sea lanes of communications in the Persian Gulf, the Straits of Hormoz and Sea of Oman were among his major responsibilities.
Teaching and Research Experience
From 1979-2001, after requesting early retirement from the Iranian Navy, Dr. Maanavi taught and conducted research as an associate and tenure professor of Strategic Management, Management Science and Finance at Norfolk State University in Virginia and Rutgers University in New Jersey. He has taught the following courses at graduate levels: Strategic Management (Bus. Policy), Managerial Finance, Strategic Planning, International Economy and International Contract Administration, Managerial Economy, Total Quality Management, Entrepreneurship, Management Science (Production/ Operations OR & MIS). Dr. Maanavi has written and presented numerous papers. His Ph.D. dissertation titled, “A New Interactive Planning System for Government Agencies and Large Coorporations. CASE STUDY: Design of a Normative Strategic Operational Military Planning Model for Directing Defense Agencies Toward the Ideal Military State of Affairs or a Global Uniform and Permanent Balance of Power,” was ranked as the best dissertation of the year at The Wharton School of Business of the University of Pennsylvania.
